Review of UK and world papers and coverage of UK and global journalism stories and Journalism History for Thursday 18th December 2025.
Journalism is the first draft of history and these daily reports seek to provide an online briefing of the history of journalism for each day featured.
The Chartered Institute of Journalists remembers all the professional journalists and media workers murdered and killed while doing their work this year in all parts of the world and remember the immense sacrifice of those who gave their lives to the profession in the past. We send our condolences to their families, friends and professional colleagues.
The Chartered Institute of Journalists wishes to make it absolutely clear that all our reporting of stories about journalism and media saying ‘reports’ ‘writes for’ ‘briefing’ or attribution followed by colon, does not imply or mean our agreement or endorsing with the quoted headline or linked story. Our policy is impartiality & apolitical.
The front pages this Thursday are dominated by efforts to unlock billions of pounds from the sale of Chelsea Football Club, money the government says should be sent to Ukraine. Several papers report that the Prime Minister is prepared to consider legal action if progress stalls.
The NHS also features heavily, with continued strike action by doctors raising concerns about patient care and workforce pressures. Meanwhile, debates over public order and protest slogans linked to international conflicts are highlighted by a number of titles.
Away from Westminster, regional papers focus on major developments in historic murder investigations in Wales, a critical report into Scotland’s social care system, and compensation linked to a major data breach in Northern Ireland.
Those are today’s headlines. We’ll bring you more analysis as these stories develop.

Review of UK national newspapers for Thursday 18th December 2025.
UK front pages focus on government efforts to unlock £2.5bn linked to Chelsea FC for Ukraine, intensifying pressure over NHS strikes, and renewed debates on extremism, policing and social cohesion.
At-a-Glance: What Leads the Papers
- Ukraine / Chelsea funds: Starmer presses for release of £2.5bn from Abramovich sale (Guardian, Times, FT, Telegraph, Metro)
- NHS industrial action: Doctors’ strikes dominate popular and mid-market titles (Mirror, Express, Mail, Independent)
- Extremism & public order: Police concern over protest slogans and chants (Times, Telegraph, National)
- Social policy: Misogyny, sexual consent education, and online harms (Independent, Times)
- Crime: Cold-case arrest in Wales and historic murder investigations (Western Mail, South Wales Echo)
- Scotland: Social care crisis, energy transition jobs, and Celtic chairman resignation (Herald, Scotsman, Record)
- Northern Ireland: PSNI data breach compensation and historic abuse cases (Irish News, Belfast Telegraph)
Full Review
Most newspapers lead with the UK government’s attempt to secure £2.5bn from the sale of Chelsea Football Club, funds frozen since Roman Abramovich was sanctioned following Russia’s invasion of Ukraine.
The Guardian, Financial Times, Metro and Times report that Prime Minister Sir Keir Starmer is prepared to pursue legal options if the money cannot be transferred for humanitarian use in Ukraine. The FT highlights investor and legal uncertainty surrounding frozen Russian-linked assets across Europe.
Industrial action by junior doctors remains a second dominant theme. The Daily Mirror, Daily Express and Independent focus on the impact of ongoing NHS strikes, with differing emphasis on workforce pressures versus disruption to services. The Independent links the dispute to broader policy moves on tackling misogyny and online radicalisation among young men.
The Times and Daily Telegraph concentrate on policing and public order, reporting concerns about protest slogans linked to Middle East tensions. The Telegraph also frames the Erasmus student exchange scheme as a long-term financial liability.
Tabloid titles maintain a sharper political tone. The Daily Mail presents the Chelsea funds issue as a cost of European alignment, while the Sun blends the Ukraine story with domestic political criticism.
Wider Front Pages (Non-Political / Human Interest)
- Health: New flu and Covid treatment research (Mirror)
- Crime: Breakthrough arrest in 32-year-old Tooze double murder case (Western Mail, South Wales Echo)
- Sport: Strictly Come Dancing finalists and football coverage (Express, Record)
- Culture: Misogyny, social media influence and education reform (Independent, Times)
Side-by-Side Political Framing Comparison
| Issue | Left / Centre-Left Titles | Right / Conservative-leaning Titles |
|---|---|---|
| Chelsea £2.5bn | Moral duty to support Ukraine (Guardian, Mirror) | Legal risk, taxpayer exposure (Telegraph, Mail) |
| Doctors’ strike | Workforce under strain, pay erosion (Mirror, Independent) | Disruption, government authority challenged (Express, Sun) |
| Public order | Context and civil liberties (Guardian) | Law, security, extremism focus (Times, Telegraph) |
| EU relations | Pragmatic re-engagement (FT) | Costly reversal of Brexit (Mail, Telegraph) |

The CIoJ calls on all governments and states unjustly detaining journalists for doing their professional work to respect freedom of expression, the right to liberty and free them immediately. See: https://rsf.org/en/new-record-number-journalists-jailed-worldwide
